Does the Canadian Charter of Rights apply only to Canadian citizens? If not, why?

The Canadian Charter of Rights is the fundamental rights and freedoms guaranteed to Canadians as a part of the Constitution to preserve its integrity and democratic society. The Canada Charter of Rights is designed to ensure harmony, equality, and justice within the country. The rights have been designed to ensure everyone’s well-being and restrict exceeding rights in the outsiders’ hands. They have been clearly defined in the Charter to avoid any misinterpretation or misuse of these rights.
